A conspiracy can only be sustained this long if it involves less than three people because the third person will be driven by a compulsion to tell all to the tabloids or a Congressional committee in order to reduce any possible sentence for his crimes. That's human nature! Just think and add up how many people in your own personal life you would trust with keeping a secret of the magnitude you suggest. I submit most of them would quickly exit the pub and flog the whole thing to one of the London papers in a trice!
